Technically I think its is 99% because 525+465= 990 so in fraction it would be 990/ 1000 so if u take out a zero itwould be 99/ 100 so it would be %90

1: find the difference between the 2 numbers. So 525- 465 = ?
2: divide the answer you got in # 1 by the original number which is 465.
3: multiply the answer you got in number 2 by 100.
