It would all be up to the standard height in order to ride the roller coaster. 46 inches is 3 feet and 10 inches.

I still believe that some of the information you gave me are not in meters but in miles. (For example, the park may not be in square meters but in squared miles). The park seems to have the size of a house according to the info.

You can also say that the y intercept is at (0,3) which is a more detailed answer. However saying "y intercept is 3" is sufficient enough because the x coordinate of the y intercept is always x = 0.
