In the middle of the 'Cold war' that occurs between united states and soviet union, other countries can see that both of them constantly giving aids to smaller/weaker country. (such as when soviet union give help to cuba or when United States provided help for south Korea).

On the surface, the actions that they do might be seen as an act of kindness.

But, the main motivator for them to do it is to slowly gained alliance that are adopting a same ideology as them. When they aided a certain country, they try to influence it to conform to either their free market or communistic principles.

Because of this, I would say that their goals is to be more dominant on international scale compared to their competitor.
