The Virginia Plan (also known as Randolph's plan) was a proposal by the Virginia state delegates, drafted by James Madison. It opposed the New Jersey plan, both were presented and judged during the Constitutional Convention of 1787. Although it was drafted by Madison the 15 key points of the plan were presented by the governor of Virgina of that time, Edmund Randolph.

It tended to favor the larger states by providing for a bicameral parliament, whose members were divided proportionally to the population of each state, whose powers were very strong, including the power of veto with respect to the legislation of the individual states; an executive appointed by the legislative body; and a federal court composed of immovable judges.
