Boiling is defined as a physical phenomenon where bubbles are formed and they turn into vapor when the liquid is brought into heat.

The pressure is also decreased  when water is heated under vacuum. The atmospheric pressure is reduced as the pressure is removed when water water boils at vacuum.

Thus, water inside  vacuum boils at a lower temperature than it does under the normal pressure.
