A primary standard is a substance that can be used to determine the concentration of other substances. Such a substance must be pure and it must not be deliquescent. An example of a good primary standard is KHP. A secondary standard is a substance that has been standardized for the purpose of being used in chemical analysis for calibration.

Even though the question is incomplete and the experiment is not shown, it is important to know that sodium hydroxide solution must be standardized in order to know its actual concentration. sodium hydroxide is not used as a primary standard because it is deliquescent.
