If you said that the 3's go on forever and never stop, then it would be 25-1/3.
But you didn't say that, you didn't write a line over the last 3, and you didn't write "..." after it. So everything you gave us says that the number you wrote is complete ... There are nine 3's and then they stop. So the decimal part of this number is not equal to 1/3.
