The given alkyl chloride having molecular formula ClCH2CHCl2, have IUPAC name <em>1,1,2 - trichloride ethane</em> which can be represented in structural formula as shown in Option B, where the right carbon atom receives lower integer in numbering i.e. 1 and on the first carbon atom because it have two Chlorine atoms, and second carbon atom is numbered 2, having one Chlorine substituent on it.

Another reason for option A is incorrect answer, because the number of atoms in molecular formula & number of atoms in structural formula ain't same, in molecular formula there is a -CH2- & a -CH- substituent present, but in option A both the carbon atoms are -CH2- bonded to each other with chloride linkage.
