The instruction that would best prevent skin damage is this: APPLY SUNSCREEN EVEN ON OVERCAST DAYS.  This is because, the sun rays on overcast days is as dangerous and damaging as the one on sunny days. To be effective sunscreen must be applied everyday and the sun should be avoided during the hottest period of the day.
