add \frac{4}{7} to both sides

- 3x > \frac{4}{7} + \frac{35}{7}

- 3x > \frac{39}{7} ( divide both sides by - 3 )

note that when we divide/ multiply by a negative quantity we must reverse the inequality symbol

x < - \frac{13}{7}
