Newton's 3rd Law of Motion is the Law of Interaction which states that in every action there is always an equal and opposite reaction. In this problem, the pair of forces is the weight (W) which is 200 lbs or 890 Newtons and the interaction is the force that the spring of the weighing scale exerts which is numerically the same to the weight but with opposite sign.
