Velocity is the ratio of the distance covered and the time taken to cover that distance. So in this case velocity is 12km divided by 2 hours or 12000 meters divided by 7200 seconds, which comes out to be 1.66. So the velocity, in this case, is 1.66 m/s (meter per second)
