V² = u² + v²

Solving using the equation

φ = 2 x² * y  - ²/₃ * y ³

u = 4 * x *y  ⇒  u₁ = 4 * 1 * 1 = 4 m/s

v₁ = 2x² - 2y²   ⇒  v₁ = 2 * 1² - 2 * 1² = 0

V₁² = 4² + 0² = 16 m² / s²

At the point (1,7 . 1,7)

u = 4 * x *y  ⇒ u₁ = 4 * 1.7 * 1.7 = 11.56 m/s

v₂ = 2x² - 2y²  ⇒ v₂ = 2 * 1.7² - 2 * 1.7² = 0

V₂² = 11.56² + 0² = 133.6336 m² / s²

Replacing
