If given ratio is 3.5 gallons per minute and we want to cups per second we can do this knowing that 
1 gallon= 16cups
1min = 60sec
ratio=3.5\frac{gallon}{minute}=3.5* \frac{16cups}{60 seconds}  =3.5*0.266=0.933 \frac{cups}{sec}
