I would say that La Nina is responsible for dry conditions in California and typically it is the year after La Nina that the dryness turns often to severe drought. Drought can be bad for agriculture requiring a lot more irrigation and posing a drain on water resources which decrease also during a drought,

PV = nRT
where;
P - pressure - 2.87 atm x 101 325 Pa/atm = 290 802.75 Pa
V - volume - 5.29 x 10⁻³ m³
n - number of moles
R - universal gas constant - 8.314 Jmol⁻¹K⁻¹
T - temperature - 230 K
substituting these values in the equation 
290 802.75 Pa x  5.29 x 10⁻³ m³ = n x 8.314 Jmol⁻¹K⁻¹ x 230 K
n = 0.804 mol
the molar mass = mass present / number of moles
molar mass of gas = 56.75 g / 0.804 mol 
therefore molar mass is 70.6 g/mol

If we look at the left side of the equation we could see that there are 1 lead atom, 2 nitrate atoms ,2 potassium atoms and 2 chlorine atoms

Now when we look at the right side of the equation, we found that there are –  

1 lead atom and  2 chlorine atoms (PbCl2)  , thus lead and chlorine are balanced as they have the same number of atom in LHS and RHS

There is only 1 potassium and 1 nitrate atom on RHS , thus KNO3 is not balanced.  

The balanced equation would be –  

Pb(NO3)2 +2 KCl -> PbCl2 +2 KNO3
