maybe this depends on finfing a correlation between accidents and who caused them ... were they prone and is there a gene for prone.

I think they should not, simply because they don't need to. I believe that there are wayyy to many corrupt people out there that would use it for the wrong reason, such as emptying bank accounts, identity theft, will be made ALOT easyer to a person, and I do not want a stranger to know EVERYTHING about me.
