60%=did shop

40%=did not shop =2,500

2,500/40  =  x/100

40x = 2,500x100

40x=250,000

x = 250,000/40

x=6,250

   6,250 =all people  at the mall

6,250 - 2,500 =3,750  (60%)


   OR

(2,500 x60)/40 = 3,750
