1.) Finding the width and going from there
2.) Finding the scale factor

I would recommend using the scale factor technique. You see how the length is reduced by a factor of 4? Well since the perimeter's formula involves adding length times width, you can just multiply the perimeter by 1/4 since the length went from 44 to 11(Just a rule, take it by heart). That means that the perimeter is \frac{156}{4} = 39.
