That would be FALSE. The use of any drug can cause harm even if it doesn't show up right away. Legal or illegal drugs are not safe and the people who sell them just want your money. Once you start using any drug if more often than not become addicted or dependent of it. EX: coke addicts. Many feel like they need it therefore, they are dependent on it.
