N/T = P/100%

Si tenes un numero como:

donde a es un digito entre 0 y 9

si a es menor que 5, entonces redondeamos para abajo, y asi obtenemos:

3.a% = 3%

si a es igual a 5 o mayor, redondeamos para arriba, asi obteniendo:

3.a% = 4%.
