Answer:  b. The neighbor's pond freezes over in winter.

Explanation:  The physical states are the states whch are easily observed. Thus when transformation of one states of matter into the another, change is easily observed.

Thus out of given options, (B) is the correct answer  as the neighbour's pond will be in liquid state but in winter, it changes into solid form that is ice thus freezes.

All other options are not correct under this context.
