As we know that ,engine generate a huge amount of energy in the inside the combustion cylinder .Only some amount of energy is used for the power consumption and remaining energy rejected to the surrounding ,That is why it become very important to provide proper cooling for the engine cylinder.By maintaining the proper cooling the engine cylinder can save from the high thermal stresses.

Generally water is used for the cooling for large size engine like truck ,bus tractor etc but for the small size engine ,air is used to for cooling of the engine.

That is why only technician A is correct.
