Yes you can live with out a tongue, because there has been this women that was born without a tongue and she functions just fine she learned to talk with the muscles in her throat.

Yes you can, it wouldn't be easy but you could, talking would be pointless, saliva would have to be accommodated with some type of liquid but, Yes there have been several cases where people are born without tongues and live!
