Charges are said to be in equilibrium when the total net force is 0.

Net force is the sum of the forces acting on an object.

For example,

If, F1 = 16 and F2 = 2

the net force would be 18, not making it be in a state of equilibrium.

If, F1 = -1 and F2 = 1, the net force would be 0, making it be in a state of equilibrium.
