because the substance which exhibits Hydrogen bonding have lower vapor pressure than that of the substance with out Hydrogen bonding.

Oxidation of Cl= -1 (rules 1 and 3)

Rule 4 also applies-  +1 + (-1)= 0- a neutral compound
