Not exactly sure but as a cross country and track runner for 4 years now, whether does indeed change a runners outcome in a race. For example, if it’s raining races won’t stop unless it begins to the under so no matter if it’s raining and windy which depends on the direction it’s going towards can either push you away or push you toward which makes you have to pace yourself more than your original pace a runner can. Pacing is already hard depending on the whether and when pushed to certain extents like wind and rain and cautious hot weather it does impact a runner as we have to still stay warm and pace ourselves and still not feel like we’re dying while running
