So, the expression of going home three times faster is \frac{1}{3}x, which is a decreasing factor.

Now, if we add the 20 minutes late: \frac{1}{3}x+20

At last, if we represent all this as a linear function or equations, we add the other variable:

y=\frac{1}{3}x+20

Therefore, the correct answer is the first option.
