the reason droughts are a real concern is because even though water is constant doesnt mean its constant everywhere. Rain sometimes cant or wont fall in certain places, to drink sea water you've got to prepare it. even if rain falls heat can cause it to not rain to much or not rain at all.

Droughts are a real concern because although water is constant, water is not evenly distributed amongst every location on Earth. Many places experience a monsoon season or other extremely wet period, but many other places feature a more desert terrain and climate. In there locations, there is little to no water accessible.

Also, if a normally wet location is experiencing a drought, plants and agriculture that rely on an abundance of water could die, limiting food sources.
