Answer:

Rehabilitation isn't successful because while yes people are in a rehab they don't cooperate as they should. For instance, they have group therapy, they go to it but they don't open up, they don't tell the truth when they do. And not to mention if they're in rehab they're in there for a reason. So they are probably going through withdraws which has them in there own world and they aren't focused. And in some cases even in rehab people have access to what they were trying to get away from. So they never really quite. And one last reason is they just don't want to. They have no motivation to make themselves better, so when they get out they go to what they know best.
