The best option would be to place a watch over him/her

This would seem the smartest option because if the patient was prescribed bed rest is moving around it could potentially make their condition or whatever the problem may be worse than it already is. If a watch is placed over the patient the patient will not be likely to keep getting out of bed until the doctor or the person in charge allows them to. This way the nurse can deal with less stress and the patient can properly heal.
