20y+5x≤100  divide all terms by 5

4y+x≤20  subtract x from both sides

4y≤-x+20  divide both side by 4

y≤-0.25x+5

So just in simplest terms, the slope is slightly negative and it should be shaded under the line since y is less than the line...so it is the second graph.
