At the preconditional stage, there is no internalization of morals yet. The behavior in this scenario is specific to the first stage of the Preconventional Stage called Punishment and Obedience. The individual's moral decisions on the fear of punishment. 

In other words, what they see as right or wrong depends on what actions/behaviors result in punishment. After determining it, they avoid those actions/behaviors to avoid punishment.

0 × P(k = 0) + 0.6 × P(k = 1) + 1 × P(k = 2)

0 × 0.2 + 0.6 × 0.5 + 1 × 0.2 = 0.5

The probability that enough power will be available is 0.5.
