Impulse is the equivalent to the force as the change in momentum, such that F*t = mv - mu 
Since mass and speed is given, use the above right hand side formula mass, m = 1.7 x 10^27 kg initial velocity, u = 0.991 x (3 x 10^8) = 2.973 x 10^8 final velocity, v = 0.994 x (3 x 10^8) = 2.982 x 10^8 
So the computation is:
Impulse = mv - mu 
= [(1.7 x 10^27) x (2.982 x 10^8)] - [(1.7 x 10^27) x (2.973 x 10^8)] = (5.0694 x 10^35) - (5.0694 x 10^35) = 0

The answer to this question would be the least number (right most number).

If you add an even number with even number, the result should be even. But if there is just one odd number added, it will be odd.
In binary, all the number is multiplied by 2^{x}. It is pretty clear that all the number should be even beside the first/lowest multiplier 2^{0}  which has potential to be 1.
