Given data:

Number of moles of SO₂ = 3.1 mol

Number of moles of O₂ = 2.7 mol

Limiting reactant = ?

Solution:

Chemical equation;

2SO₂ + O₂ → 2SO₃

Now we will compare the moles of SO₃ with O₂  and  SO₂.

                      SO₂         :       SO₃

                         2           :        2

                        3.1          :       3.1

                       O₂           :        SO₃

                          1            :          2

                         2.7          :         2×2.7 = 5.4 mol

The number of moles of SO₃ produced by  SO₂  are less so it is limiting reactant.

You may tell when a solution os formed when the item or particle, such as sugar or salt,
dissolves completely in the solvent, such as water. 

Basically, you know when a solution is formed when the material you have placed in the solvent disappears :P
