It’s correct because, he needs to spend either equal to or less than $100 because that’s all he has so that is where the less than it equal to sign comes in. Next the boat is $12.50 per hour but to set aside food he needs to leave out $25. So your equation would be $12.50h-$25 less than or equal to $100!!
