The statement is a law because it accurately describes EVERY observation. No contradiction has ever been observed that would disprove it, or even cast doubt on it.  

(Wellll ... at least, no contradiction that wasn't immediately and easily explainable, like dropping a helium balloon, or a sheet of paper in a high wind.)
