speed(u)=13 m/s

dart strikes 0.23 m below

i.e. vertical distance traveled by dart is 0.23 m

considering dart motion similar to Projectile

h=ut+\frac{at^2}{2}

0.23=0+\frac{9.8t^2}{2}

t=0.216 s

Horizontal distance travel by dart =u\times t

=13\times 0.216=2.81 m
