One of the most important features in survey research methodology is to take correct data from business organizations and in order to implement successfully the development in the POM field, this methodology must be carefully implemented. Lack in an appropriate design and execution of survey research does not present a value.
I am not so sure what the answer is but I thnk that it is because The Army wasn't moving fast enough and they needed to fasten things up. So they decided to make it faster to fight by adding roads and bridges so it would be easier on them.
