A passive-aggressive comment can insulting or the person may be wanting to manipulate another. This can also frustrate someone because they would like to get to the point of the problem, while a passive-aggressive person would not. I ultimately feel as if it’s different for every person. In general passive aggressive people like to manipulate and never give direct requests.
This influences public health by eliminating diseases caused my second hand smoke because there will be no second hand smoke if this policy is active.
