The density of water is liquid state is more than the density of ice. Water has a property to expand when it freezes and it forms cage like structure in the ice. This results in the increase of volume and thus the density of ice is lesser than that of liquid water.

The substance with more density than water sinks in it and the substance with lesser density than water will float in water.

Thus ice being less dense than liquid water floats on top of it.
