The way the hypothesis is developed and created is when there is a problem and you are trying to solve it. The hypothesis usually includes the words, "If......then.....". The way it's evaluated, is at the end of the science experiment where you did your experiment and compare your answers to what you put as your hypothesis, and if they match, your hypothesis is right!
