In 1997-1998, the El nino years were happening, and there was a lot of rainfall. Then, the El nino event came back later in 2006, this time a bit stronger. So that is the reason why the rainfall had big spikes over these years.

Answer: from 1997-1999 the rain was up then dropped to 4 inches then up to 5 inches and spiked up to 8 inches in 2000 and 2001. 2002 and 2003 it was 6 inches then 7, it spiked up again in 2004 to 10 inches and dropped in 2005-2006. almost every 2 years the rain spiked up for a year by 3 inches then dropped 2 inches
