The shear connectors must transfer axial shear stress completely. The minimum slip value is needed to limit the maximum slip at the ultimate limit state.

A shear connection is a type of join which allows the transfer of shear forces between two members of beams or truss.

The shear connectors are used in composite beam is to transfer the longitudinal shear stresses at the interface between the steel beam and the concrete slab.

The slip requirements are less than in a propped beam.  The higher strains resulting in the bare steel section carrying the construction

Thus,  minimum slip value is needed to limit the maximum slip at the ultimate limit state.
