Helium exhibits more visible emission lines or spectral lines than hydrogen is due to the fact that helium has two electrons compared to hydrogen which only has one electron.  The greater the chance of the energy levels falling within the visible range when there's more energy level.  Spectral lines are usually the result of the interaction of quantum system, usually atoms but can also be the molecules or the atomic nuclei sometimes together with a single photon.  Whenever photon has the right amount of energy in order to allow changes in energy state, the system, or the electron changing orbitals will absorbed the photon, then will be emitted whether in same frequency with the original of in cascade.
