The reason why is because static friction is where it prevents surfaces from sliding past each other, the static friction strength changes to match the applied force. If someone was to increase their force the static friction would still prevent the object from moving....

as in what the person above me said that goes towards sliding friction because if you were trying to push something with static friction if you have more than one person applying force then you would be able to move the object but with only having one the static friction would be greater then the applied force.
