Answer: 0.22 %

Explanation:

Actual volume : 27.26 ml

Volume measured : 27.2 ml

\% error=\frac{|\text{(Experimental value - theoretical value)|}}{\text{theoretical value}}\times 100

Putting the values we get:

\%=\frac{|\text{(27.26- 27.2)|}}{27.26}\times 100=0.22\%

Thus the percent error caused by this mistake is 0.22%

Percent error can be calculated by the difference of the theoretical value and the measured value divided by the theoretical value multiplied by 100 percent. 

% error = 27.26 - 27.2 / 27.26 x100
% error = 0.22%

A value close to zero would mean that the measured value is more or less near the actual value.

We want to create 7/9 servings extra, so
1 + 7/9 = 16/7
1 : 3/8
16/7 : x

8 / 3 = 16x / 7
x = 7/6
He needs to use 7/6 gallons of water.
