The cell membrane separates the insideds of a cell<span> from the outsides, and all chemicals that get into the cell and out of the cell must go through it. In all cells, the cell membrane of a </span>neuron<span> is </span>polarized<span>. That  means that there is an electrical difference across the cell membrane.</span>
