Power = work done/time. Work done by gravity = mgh = 45x9.8x3.2 = 1411.2J. Therefore, power = 1411.2/2 = 705.6 ~ 706W.

In this case Work=increase in potential energy.
Supposing he was initially on the floor, W=mgh=45*9.8*3.2=1411.2 J.
Therefore

Another reason would be it would cause instability in the readings, the mass would fluctuate every now and then due to the convection currents around the object. It is always recommended to weigh the masses of objects that are in room temperature.
