We have given the equation y=0.02sin(30x-200t)-----eqn 1

The standard equation of sine wave is given by y=Asin(kx-\omega t)----eqn 2

On comparing eqn 1 and eqn 2

\omega =200

Angular frequency \omega is given by \omega =2\pi f

So 200=2\times 3.14\times f

f=31.84Hz
