Explanation: In high pressure systems cooler air in the troposphere is pushed down by warmer air. The air temperature in the troposphere is low so warm air cools down. This causes a higher air pressure with makes the humidity low. Since the molecules of air are closer to each other there is no enough space for water vapor to occupy making humidity low. Since less amount of water vapor then lower possibilities of cloud formations.
